The city council voted Monday to approve the roadmap for Mayor Thomas Koch’s latest downtown redevelopment plan, which includes $128 million in public infrastructure improvements and partnering with multiple private developers to create new residential, commercial and office buildings on the city-owned Hancock Parking Lot and Ross Garage parcels. The council’s vote – which amends what’s called the Quincy Center Urban Revitalization District plan – doesn’t permit any construction or city spending, but it’s a necessary procedural step before any of that can happen.
